your specimen is not blue quartz. It's quartz on blue chalcedony. I'll take the liberty to translate Jens' post:

wenn das Stück sicher aus der Oberpfalz kommt würde ich vermuten: Steinbruch "Dürrer Schlag" bei Thumsenreuth/Erbendorf. Dort gab es solche/ähnliche Chalcedon-Quarz-Kombinationen. Matrix-Foto und Größenangabe wären hilfreich.
